It is really frustrating when you are trying to read the copy and it disappears in a few seconds. Why cant the copy stay there till you move the cursor?

I believe you are referring to the preview window that pops up when your cursor is over the title of a thread. If so, then yes--It is simply a preview window to quickly view the content of the first post of a thread so that you do not have to click to see. Threads tend to get oddly named here and there, so being able to see a preview of the post before entering can vastly improve navigating efficiency, or something ;b.

why not have the preview stay on as long as the cursor is on it?

I have no clue why. They have this feature on another HUGE forum I used to frequent (pbnation.com) and their preview fades just as quickly--so my guess is that this feature is tied with vBulletin and is a non-adjustable parameter.

edit - I could be wrong on this, though. My simple .02 :]

It will take time to work out all the quirks in WT's system, after all, it is ever changing.
