Rep Power: 52260 | Hey folks, your City Atty. and DA, your elected officials, via their respective reps, seemingly lied through their teeth at last weeks PLUM meeting when both agencies indicated support of MMJ. Check these hypocrites in action: “The California Narcotic Officers Association (CNOA) is hosting a training luncheon on October 8 so that Los Angeles County District Attorney Steve Cooley, Los Angeles City Attorney Carmen Trutanich, and local law enforcement can school their colleagues how to close down medical cannabis collectives in the county. Rep Power: 52260 | Yes and no. Mind you, just IMO. The good...Zine and Huizar willing to entertain concept of cash over counter and were swayed by Jeff Jones and Don Duncan to consider models in other cities that have worked and are working today. At least a concession that a ICO prohibiting cash at all is not really feasible or realistic. When Zine asked if they came back with an ICO that allows for cash would the City Attorney block and CA rep said they still consider sales illegal under state law but conceded to Zine that the CA can only recommend action and that council can decide to contradict advise. To me it sounds like cash over counter may stay, but Duncan all made it clear term 'over the counter' is misleading. Koretz and Hahn, via their office reps, advised less stringent requirements. Reyes and the others decided to not keep it in PLUM and is sending it as is to council for debate and amendments. Still a chance to sort it out but the community needs to show up and target statements. They are tired of back and forth and want to get it out of PLUM. So that's okay. The best part was a sense of some willingness by the Reyes, Zine, and Huizar to concede that removing cash from the process without a workable alternative is not going to work and I sense they may be willing to meet with our big guns behind the scenes to figure something out. The BAD is that Trutanich cannot be trusted and any CA input is dubious at best. Also, it is going to council 'as is' and now we need more urgency to get support from individual council members to make the changes we need before a vote is cast. As far as the Eradication Summit in at the Cannon is concerned, I hope ASA organizes a protest at the event so Trutanich knows we see he really is a rat fink. GB |

At least we made headway against idea of total prohibition of any financial remuneration for meds. Mr. Zine offered an out by suggesting payment by checks, credit cards, anything other than cash. Sounds reasonable until you realize a lot folks don't have these kinds of financial instruments. The most disturbing aspect of the meeting was something that happened shortly before. Don of ASA informed our group of Trutanich's featured appearance at a California Narcotics Officers Association training luncheon. The topic: THE ERADICATION OF MEDICAL MARIJUANA DISPENSARIES IN THE CITY OF LOS ANGELES AND LOS ANGELES COUNTY. You read between the lines. After the meeting started, we got shuffled from item #1 to item #last. We sat around listening to a hardship application get denied. The post-ICO opening stuck in the PLUM's craw so thumbs down. Lots of testimony for both sides. It had the appearances of a fair hearing. Appearances can be deceiving. I didn't know the collective or the owner or the neighborhood so I made no judgements. I thought the cop who blamed the shop for contributing to 24 major crimes in the neighborhood was way off base. There had been 24 major crimes in the past 12 months. The shop had been open 5 weeks. The meat of the meeting was a lot of back and forth which was a good thing. For the first time I saw some of the speakers called back for extensive questioning. To me, it's a sign they might be willing to be educated on some issues. Remember, these people truly are pretty clueless about how our community works. |
