Can you explain how the other measure "Tax Cannabis 2010" doesn't legalize? Because according to their website (Tax Cannabis 2010) it's purpose is "to legalize, tax, and regulate cannabis (marijuana) in California".

I personally think the more measures make it the better...

EDIT:

Never mind, I found the area of the site that explains the differences. Basically, the other initiative puts all kinds of limitations on the individual (like one ounce possession limit, which is ridiculous).
