Luncheon on "Eradication of Medical Marijuana Dispensaries" On Thursday, October 8, the California Narcotic Officers Association will be holding a luncheon titled “The Eradication of Medical Marijuana Dispensaries in the City of Los Angeles and Los Angeles County.” ASA is inviting medical cannabis supporters to peacefully demonstrate at this LA law enforcement event. The CNOA has long been a virulent opponent of access to medical marijuana. What is surprising is that LA County DA Steve Cooley and LA City Attorney Carmen Trutanich will be participating. For more info: http://bit.ly/3akVAz California Supreme Court Lets Landmark Medical Marijuana Ruling Stand Last week, the California Supreme Court refused to review a landmark appellate court ruling that protects the right of patients and their primary caregivers to collectively cultivate medical marijuana. "By refusing to review this case, the California Supreme Court sends a strong message that local law enforcement must uphold the medical marijuana laws of the state and not competing federal laws," said Joe Elford, ASA Chief Counsel and the attorney that litigated the case. To read more: http://safeaccessnow.org/article.php?id=5800 Cities and Counties Continue Passing Moratoriums Cities and counties in California continue passing moratoriums, both temporary and permanent, on medical marijuana dispensaries. On Monday, September 14, the Yucaipa City Council adopted an ordinance that prohibits medical marijuana dispensaries (http://bit.ly/3Y9mv9). On September 15, Shasta County Supervisors rejected a 45-day moratorium on medical marijuana outlets unincorporated areas (http://bit.ly/2KSYFT). That same day, the Tehama County Board of Supervisors voted 4-1 to implement a 45-day ban on medical marijuana dispensaries in the unincorporated county. On Tuesday, September 15, the Lake County Board of Supervisors also voted to implement a 45-day moratorium on the opening of new medical marijuana dispensaries (http://bit.ly/hGMRf). In addition, the Laguna Beach City Council unanimously approved an extension on the moratorium on new medical marijuana dispensaries until Oct. 2, 2010 (http://bit.ly/Y9X31). Meanwhile, the San Diego Board of Supervisors extended a moratorium on new medical marijuana dispensaries in unincorporated areas of San Diego County for a period of 10 months and 15 days (http://bit.ly/U0TnM). A week later, on Monday, September 21, the San Bernardino City Council voted unanimously to ban medical marijuana dispensaries (http://bit.ly/18JNmv). That same day, the Calimesa City Council took a more measured step. They placed a 45-day moratorium on medical marijuana dispensaries, instead of the ban they were originally considering. A future vote on next steps will come in November or later (http://bit.ly/cuzRb). On Tuesday, September 22, the Madera County Board of Supervisors banned all marijuana dispensaries from the county (http://bit.ly/2nHk5). The next day, the Imperial Beach city Council extended a 45-day moratorium on medical marijuana dispensaries by an additional 10 months and 15 days to further study whether they will enforce a ban or create regulations to allow them (http://bit.ly/30wwMv). City of LA Fumbles on Medical Cannabis Regulations Medical cannabis advocates were disappointed after the Tuesday meeting of the City of Los Angeles' Planning and Land Use Management (PLUM) Committee. Following over two hours of comments and debate, the committee unanimously approved a badly flawed ordinance prepared by the City Attorney’s office. Advocates argue that there are a number of key issues that make the ordinance unworkable: the legal status of storefront collectives, sales of cannabis, and patient-cultivator privacy. Officers seized his property, personal accounts, and the collective’s assets. Naulls was arrested and given the federal charge of distribution of medical cannabis. Officers also alerted county child protective services, who took Naulls’ three little girls, ages 1, 3, and 5, and charged his wife with felony child endangerment. After a grueling 5 weeks, the girls were returned to their parents by the state judge. Mrs. Naulls was forced to plead guilty to felony child endangerment or face trial because of the presence of medicine in the home. Mrs. Naulls is currently serving her probation. The pre-trial hearing for Ronnie Naulls will be heard by Judge Stephen Larsen in the U.S. District Court located at 3470 Twelfth Street in Riverside, CA 92501. |
