Need Advice on how to approach a city to lift a ban

Well, like the title says, I would like to approach a city that has a current ban in place and I think that at one point there were two dispensaries within the city limits one of them was raided by the DEA and the other obtained a business license and was kind of above ground, so to speak, I think the business license was not for MMJ and that wasn't disclosed until after the fact and the city shut them down because of zoning issues with no arrests (they became a delivery service) but the city had a knee jerk reaction to having some of these establishments without zoning regulations in place and with pressure from the county and some surrounding cities the ban was put into place.

Recently a city within the county has taken a serious look at allowing MMJ within their city limits. If this happens and they allow dispensaries I think other cities could do the same thing if asked in the right manner. I just want the most positive impact for any kind of interaction with the city council.

This is not the only issue I would like to talk to the city council about and not the only city I wish to have interaction with so I don't want one issue to fall on deaf ears because of a bad first impression so to speak, if that makes sense. I am not ashamed of my MMJ status or scared that big brother is going to target me or anything like that, but I live in the real world and in the real world first impressions can leave you with labels and bias and make other issues more difficult because of those bias' and labels. You know what I mean?
