What browser are you using? Mac or PC? If you're on a phone, what type? You say you cleared out the cookies, did you try the CNET that's posted below the banners?

Process to Accessing Newly Upgraded Wter
1. If you are already logged in & attempting to access parts of the site, go to the navigation bar > "Account" > "Log Out"
2. Clear out your cookies and cache-

* 1. Click the "Tools" menu.
* 2. Select "Options" from the menu that appears.
* 3. From the dialog box, select "Privacy" on the left.
* 4. Find "Cookies" on the main pane, and click the "Clear" button adjacent to it.

To clear your cache:
Internet Explorer 6.0
* 1. Open Internet Explorer.
* 2. Click Tools in the upper toolbar.
* 3. Click Internet Options to open Internet Properties.
* 4. Click the General tab
* 5. Click Delete Files under "Temporary Internet Files".
* 6. Check Delete all offline content.
* 7. Click OK on the Delete Files dialog box.
* 8. Click Apply and then OK.
In Firefox
*1. From the Firefox menu options, choose Tools and then Clear Private Data
*2. In the Clear Private Data window that appears, uncheck all checkboxes except for the Cache checkbox.
3. Check for conflicts with your password manager. Clear out any of your preferences set for this site. If you have the site on a bookmark and are trying to access the site via the Bookmark do not do so- the site's links have changed.
4. Exit the browser once you have cleaned out the prior data.
5. Restart your computer.
6. Log back into
