San Bernardino County will cut ties with the Inland AIDS Project, which provides HIV health care and support to people who have no other insurance or resources, effective Feb. 21, the county's health officer announced Friday.

The county has set up a plan to transition about 700 clients served by Inland AIDS to other agencies contracted to provide the same service in San Bernardino and Riverside counties.

The Inland AIDS Project, through its Ryan White Program, supplies health and social support services to people with HIV/AIDS in Riverside and San Bernardino counties who don't have other resources.

The program, named after a hemophiliac boy who became ill with HIV in the 1980s and was expelled from school, was the third-largest source of public financing for HIV/AIDS care in 2007.

San Bernardino County officials conducted an audit and determined that Inland AIDS was no longer able to adequately administer Ryan White-funded services, said Dr. Maxwell Ohikhuare, a health officer with San Bernardino County.

Workers contacted at several Inland AIDS Project offices said they were aware they would no longer be providing the services but declined further comment.

Ohikhuare said in a news release that while it is the county Public Health Department's responsibility to serve those in the greatest need, it also must ensure that contracted service providers are meeting local, state and federal requirements.

"We take our job very seriously in monitoring for quality services," said Daniel Perez, Ryan White Program manager for San Bernardino County. "The audit findings were that the agency was out of compliance with contract requirements and it necessitated action on the part of the county."
