I don't think there's a good chance of detecting gravity waves on earth very soon. I don't know who decided that Louisana swampland a nice stable substrate for building one of the most sensitive instruments in history, but it doesn't seem like a good choice to me. The money would be better spent on a space based setup (LISA), which has been discussed but never budgeted as of yet. I hope they actually build launch it someday.
